Yes, the method works with any CPA network but the CPAbuild account may ban because of the advertisement policy right now I am not accepting any new orders because I am working on updates.

Yes, it is legit. I give a guarantee for Ogads, Affmine, and CPAgrip but can't say for CPAbuild.
