Thanks for getting back to me. The new Instagram update doesn't send a notification to people that they are tagged unless they are following the person.... so how does your method work with the new update?

That's not true. Every user can change the option to mentioned or not as you can see in the scereenshot below:
1. allow mentions from everyone
2. allow mentions from people you follow
3. Don't allow mention
This option is by default to everyone unless if the user change it. That's why it is important to select target that was not already mentioned alot (in that case less people would turn mention off)
