The infographic states that these are PREMIUM OUTLETS ON THE TOP TIER! A local affiliated site is NOT a premium outlet on the top tier, Fox News is a premium outlet on the top tier. It is misleading. Just because you disclose it in a way that many people will not understand doesn't make it not misleading.
