If the IPs start with 154.xxx.xxx.xxx they are from Cogent Communications and are basically datacenter IPs on a DSL modem. They always resolve to Germany and Facebook does not trust them with the same level of trust they give real residential IPs.
All of the big proxy providers have Cogent Communications IPs mixed in with their other IPs. Oxylabs, Luminati, etc., all have Cogent IPs mixed in. I guess it's just easy to acquire IPs from Cogent so all proxy providers probably use them to fill in the gaps when they need bandwidth. Oxylabs has a bunch of these in Denver, CO and other areas. If I see that 154.xx.xx.xx A block I change the session and try to get another IP. The only time FB ever gives me issues is on IPs from Cogent Communications.
To be fair, these Cogent Communications IPs are MUCH more trusted than your average datacenter IP, but social networks will throw checkpoints when your DNS is resolving to Germany. It even shows in the FB security area a connection from Germany when using a Cogent IP. They do work on FB, IG, etc., but they do hit way more checkpoints.
I wish proxy providers would give us the opportunity to opt out of receiving these IPs. They aren't bad for all use cases, but not great for social and will hit captchas on Google quite often. I'm going to do the trial of this service. I literally came here because I hit a checkpoint on an IP from Cogent today and I'm trying to find a provider that doesn't use them in my local area (Denver).
