With worldwide traffic, I don't really have any control over how long visitors stay on a website. People that have used it for AdSense have rarely reported any issues. Generally speaking, I can't make any guarantees whether or not the traffic will help you get clicks or convert into sales, etc. because that's dependent on the visitor and if they're interested in the content of your website.

I'm not really familiar with AlertPay, but you can see if they have some sort of service that can be used with PayPal to make purchases. Otherwise, I'm not really sure what else can be done. If you have some sort of credit card, the PayPal button would work really well.
