Yes i can create the Link Wheel alone using your articles. You can deduct $2 per article from the regular price.
For Instance: If you are ordering WHEEL 30 (30 web 2.0 properties) and you provide 30 articles, then the you can deduct $60 from the regular price.

So you will get the link wheels + extras for $115 (For Link Wheel with 30 web 2.0 properties). Like wise you can calculate the price for all link wheels. Let me know if you have any doubts.

No, your site wont be sandboxed or penalized because we create the web 2.0 properties slowly. We create only 3-4 each day.
And also we drag the extra submissions (social bookmark, blog directory submission and feed submission) over a period of 3-5 days depending upon your link wheel package.
