This means numbers from that country are out of stock currently. Try to use Asian countries - they have the largest amount of numbers available.

I have a token with good balance but I see US phone numbers are either not there or they are not working for GMail
 
My experience was awfull! All my IG accounts that I used Valar numbers for verification got disabled. With no exception!
