Summary
For the review, I allowed @Amichie to show me how the tool works. Essentially, @Amichie I showed me a website that employed the use of cloaking. They visited the website from a non-US IP address to show me what it looked like from their perspective. The seller then proceeded to use the exact same URL in their tool, which revealed the version of the site that was displayed to US visitors. Overall, the tool works as described.
