To maintain website? Adding new movies/episodes - all you have to do is run script, sometimes answer to messages sent via contact form, write news.
To promote website? Countless hours, same as with every other type of website

Any minimum return on investment guaranteed?

Nothing is guaranteed. Top source of income in this business are affiliate networks which pay usually 10-30$ per lead, if you can't get 30-100 leads to get back investment I then I don't know what to say. Even worst wordpress streaming websites with few hundreds of movies convert sometimes. For my own websites it was always around 100$ for ~15k uv on website.
