Either traffic is bad, doesn't convert, or there are problems with installer (blocks for example). I would try Revenyou or Amonetize

with revenyou , you can make more than $100 if the traffic are not too good

People simply not installing the software, because your traffic is garbage. My own installing ratio is 1:6. Perinstallcash pays average 0.4-0.6$ for only one US install.

Don't try revenyou as they have less rates and installer takes too much time to install.
I have alternate of Perinstallcash.

I started out with PPI (trash) then switched to Revenyou (better but still trash) and then I moved to a cpa network (Okay) I'm earning 5x more with half the traffic from the cpa network than I was with PPI. I guess it depends on your niche though. Play around with different networks/ offers to get the most for your traffic. You can PM me if you want suggestions

Look into OGMobi, I am currently using that and it works pretty solid.
