People Using Amazon S3 link for google ranking/ Is it possible ?

I've seen it mentioned several times in the forum recently (eg https://www.blackhatworld.com/seo/exploit-s3-and-generate-millions-of-dollars.1689362/ ), so may be making a resurgence. It's basically a form of parasite SEO, though most successful examples I've seen are ones where they've managed to reclaim old subdomains that are no longer used but have existing backlinks from powerful sites - kinda like using an expired domain in the same way.
 
Its way too old strategy as far as I know. I dont think its even working well now.

If it really works, why dont people use it widely?
