PennyAuction Sites that pay for signups?

Hi!
I am trying to find pennyauction sites that pay for signups, for me as a affilliate.
I have located some, but those only pay if someone buys the bid package :/

HELLO, I am new to this site but in answer to your question....I have a pennyauction site that you must post ads to everyday, but no one has to buy for you to get paid. I can sign you up under me if you are interested.......then you can sign people under you. Please let me know. Thanks.
