I found 2 expired domains. Pr 4's. Good PA 36 da 24, 23tf cf21.

these domains are 150+days old. They are not indexed in google.

Should I be worried?

Wouldn't a website lose it's google pagerank if it was deindexed and penalized?

Of course, especially if deindexed.

Should I be worried?

Check the backlink profile, Wayback machine, number of drops, and so on.

so this pr 4 is good then? It had 23 tf 21cf and only about 40 links from 23 refdomains

Sure, I bought a deindex domain few weeks ago, after many efforts (Google webmasters, sended url to Google, Reconsideration Requests etc) the domain is still deindex.
I gived him backlinks from indexed domains and nothing happend. So, don't buy this domains, the index check is also important sign that you have to see because without it you risk of throwing money.

you don't loose PR because of penalty... I have domains with PR 6 but with penalty and site is not ranking now but they are not loosing PR either.

If site got deindexed then you will loose PR... So check like Aty mentioned before you invest money in buying high PR domain.

I wouldn't register an expired domain that doesn't exist in Google's index, whether it has a CF, TF, DA, and PA of 100.

Not saying build your blog network on De-indexed domains but to answer your question, they still flow some kind of link juice.

If you have to ask if you should worry you know what you should and shouldn't be doing

And another very vague comment! You are only interested in increasing your post count? Anyways, I have a few sites that are penalized, but they still retain their pr. Sites only lose pr when they suffer from manual penaltly, or when their is a new PR update.
Page rankings has gotten incredibly smart and complex

Keep in mind PR hasn't been updated in forever. So you could be looking at legacy PR. Quite a few elements go into buying good domains so make sure you know what you are doing.

You can have a penalized domain (aka won't rank well) that retains PR. Keep that in mind as well.

To avoid any unworthy losses, just DON'T buy any domains that are not indexed by google, simple as that :)

if the domain was deindexed then there is no use.
before buying a domain in expired domain there must be some strategies you want to check.
Like PR, DA, TF, CF, domain history etc...

yes you should be worried. This pr would vanish in next update. The domain is not indexed in google, you should not buy it.
I bought a deindex domain with PR 3 and it got index in few days. Whats wrong in buying dindex domain ? :)
