there is one about already its huge and i mean huge competition if you google some terms you will come across it but they trick people on Instant messengers even get them on webcams and stuff and have gave evidence for arrests, they are that good and have the police in many countries backing the up. I do forget the name i just remember it, and it was well laid out, i believe it was custom software but if your gonna try it i would recommend a highly modded wordpress for ease of use.
Or something like phpnuke or something thats already laid out nicely.
