PDF Troubles

I'm having some real trouble creating a decent PDF file. I've tried Adobe Acrobat and 3 different machines, 2 Macs and 1 PC. Even when I specify maximum quality in settings the end .pdf file always looks pixelated and shit. I've even tried online .pdf creators and have had the same issues. I know this is a bit vague but if anyone could offer any advice on what I could be doing wrong I'd REALLY appreciate it.

Further info:

I'm trying to create a pdf file combining about 6 pages.
I've tried combining high quality .jpegs, I've also tried it with combining .psd files and also saving individual .pdf files in photoshop and then combining them
I've also tried with .indd files and get exactly the same result.

I've made sure the files I've been creating the pdf from have been the very best quality, and are the right size (ie if I want a pdf at A4 I have made sure all the individual files are the same size)

I just don't know where I'm going wrong and it's so frustrating!

i have tried mine using microsoft office 2010 then hit "save as" then select PDF. that was it. :)
 
Thank you Monochichi! That worked a treat. It's silly that I could do it so easily with Pages but had such trouble with all of the other methods I listed. Thank you again :)

I use cute pdf, which sets itself up as a printer and creates a pdf from the data received. Any PDF will look exactly like a printout would, which helps a lot creating swipe files etc.
 
Nitro PDF is one of the best programs for making and editing PDF's.
 
install foxit pdf complete, made your designs on photoshop/illustrator and then create pdf on foxit gives you awesome results.
