Both can be pretty powerful, it might be best to do a mix of both.
Both are good if done right and are genuine ones.

A PBN is a private blog network which goes against Google’s recommendations and are typically hidden blogs that are built on old domains that had value from backlinks. Many PBN links will not be relevant to your niche which in turn can hurt you in the long run and are also websites that have no real traffic or value outside of the link you may get!
Guest posting is outreach to live active websites that have real visitors, real traffic and are doing well in the search results.
Stick with guest posting - it takes longer, but will help you more in the long run.

PBNs are better in my opinion because you can link to your site straight from the homepage, which is the best kind of link you could get. With guest posts you are getting backlinks from inner pages which - most of the time - don't have the same high authority as the home page.
But anyway, both PBN and guest post links are valuable if you can get quality ones (obviously), so don't stress too much about it. Just get whichever type you can afford because these things are pretty damn expensive

Both can be good or bad depends on many different factors if decide hi I got like $200 to spend then pbns could be smart here so someone does all the work for me while I do other things with $200 maybe rank for like 100 keywords
I could decide I have $1000 to spend so I decide buy guest posts for say $100 each so then I buy 100 and rank for some things.
I am just using examples I made up not based on real things but if you want real example I will share with you .
In the past I paid someone $80 for pbns so I made like £600 sales for it if I was going to buy guest posts from like the prices of the past could me like $300 to get same results.
I could decide I have $1000 to spend so I decide buy guest posts for say $100 each so then I buy 100 and rank for some things.
