PBN's - from the diagram which is better - thoughts please

1. Never tier link with PBNs, that's a huge waste.
2. Don't interlink your PBNs, meaning 1 PBN per money site.

So go with:
PBN 1, 2, 3, 4.. -> money site 1
PBN 5, 6, 7, 8.. --> money site 2

If you have a single money site, then link all PBNs to it, but only 1 blog post with 1-2 links per PBN to keep it natural.. PBNs are all about keeping it natural.
 
The first option. This allows you to use your PBNs for linking to multiple properties. With the second set up you would't want to link to another money site later on with PBN 1, 5 and 6 since they are now interlinked. Your PBNs are too valuable for tiered linkbuilding.

Because quality PBNs are expensive.. and if one is manually reviewed, having them interlinked greatly increases the chances that others will be scorched too... and for some people that means losing thousands of dollars. By avoiding interlinking you get to keep your other PBNs so the losses are not catastrophic..

Exactly, it's also best practice to block bots like Ahrefs, MOZ and Majestic from indexing your PBN links since you will be linking to your money site from multiple PBNs. This keeps your competitors from diving deep into your money site's linkprofile uncovering your PBNs & reporting it to Google. Of course Google will still be able to see the connection between your PBNs through your money site (blocking the Google bot is not an option). So to avoid creating a footprint try linking out to other sites as well.

Yep good tips, you don't want your competitors seeing your PBN profile. But read more into it, blocking the mentioned bots is crucial, but it also has to look natural. You don't want PBN to be written all over your blogs.. Also as Mr Wonderful mentioned; linking to other sites is important. The best way to do it is by linking to top authority sites IN YOUR NICHE, not just cnn, wikipedia, etc.. but authority sites in the niche, that makes it look natural.

Can the tier 2 PBNs be powered with GSA or do I have to use another tier to not damage the PBNs like a tier of Rankerx social network properties perhaps then GSA?

Your tier 3 links can be a lot less expansive links than tier 2 links would be. At tier 3 a high quality GSA blast isn't out of the question, no doubt. You could also use blog comments, bookmarks, and anything else you like for diversity at tier 3. The whole point of making a tier two is so that you can do things like that in a tier three. Just still be sure to dripfeed, and use good common sense. I do this myself.

Don't know why someone would use #2 for PBNs... Waste of time
 
You can do both if you're careful and take care of whois, ip and hosting based footprints first.

You're basically linking to other pbn articles when you also link to your money site, the same way news articles reference other articles that cover the same topic.

Okie. So web 2.0 with unique content for T1. What about the T2 process? Contextual links or GSA backlinks or PBN links?

I use $25 worth of content per tier 1 web 2.0 for "whitehat" projects so I can hit tier 2 with ~20 public blog network posts per web 2.0 property
