PBN is safe if we handle it in a right way. Each domains should have different IP's and metrics should be good. It would be better if they have low OBL...

Those people have bad sites that cant be ranked by PBN.
PBN is worth in my opinion.

If you want to maintain the PBN, you need to maintain the A class I IP hosting, use only 100% unique copyscape passed content and don't provide lots of do-follow links, if you do all this, your PBN goes great.

PBN are safe to use, but before purchasing a package check the sites backlink, purchase a package only if the sites have clear backlinks.
