We all know fundamentally, links have to work in SEO, this is why google cares so much about link schemes and manual actions.
And Yes PBNs will often get deindexed, reported by competitors and abused. But.... They work
To cut to the chase, my proposal is that sellers that openly sell PBNs like sales thread for PBNs directly once, a year as they are renewing their thread, should have a moderator check that their PBNs are indexed because the way I see it is that when a thread gets approved for one set of stats in 2015 then they can sell on that same level of stats for however many years they renew their thread.

Obviously using PBNs that are deindexed, possibly hit by a manual action, then still using them for customer orders is toxic and has no benefit except for the person that sold them the links and I see it happen too often where a person who knows nothing about links sees $1 PBN and flocks to it like those nature shows where the scavengers pick apart the corpses.
Even just checking that the site is indexed once a year by checking "site:site.com" in google would not only improve the marketplace quality, but also leave behind the notion that a lot of PBN sellers are bad, because they are. there are some good ones but I see a lot of people will willingly sell deindexed links to keep TATs up and Orderflow going because it makes THEM money.
Yes, I know there is a report button but this is not just a one time thing, I think others would agree this is an issue.
