Those websites you listed are very low quality, so you should definitely go with a PBN (assuming that it's better quality).

Yellow pages, yelp, Angie's list, g2, producthunt can be helpful.

Directories have lost almost all power and credibility over the years.

Reason is that anyone can get in and listing is often paid, making it a paid backlink.

We all know how much search engines like those.
