Don't rely on any tools. No tools can ensure it just gave you a hints. Check your competitors manually like on page structure, content layout, back links and all. Then decide its easiest to compete or not.

1. You could analyze the backlink profiles of the competitors (assuming they don't have .htaccess blocked PBN's) and then make a calculated estimation of the power needed - however, the searches per month doesn't really have anything to do with that. It's a common misunderstanding that monthly searches = competition.

That depends entirely on how "public" the PBN is.
