If you have the budget to do SEO, which works better in ranking well? (don't talk about long or short term).

I mean does authority links from huffingtonpost works like a pbn in terms of effectiveness of ranking?

Huffingtonpost is a bad example. The more popular a property is, the less value the link has. Guest posts are awesome for sure, but the control you have with PBN is a huge advantage. For the price of some guest posts you can have an entire awesome PBN domain just for yourself, so that's another thing to consider. Guest posts are also safer. I personally use both.

I think if both would used together in the right way would be beneficial to your site instead of just 1. You will need those authority links from high authority sites to establish authority on your site. Then PBN links would point relevant links back to your site - if the PBN is properly vetted and can be considered as "high quality" depending on selective metrics used to judge those links.

You need both plus more of everything. SEO cant be measured against a single link type.
