PBN pointed to money sites.
Second teir pointed to PBN, along with social signals points to both PBN and money sites - but different platforms so they did not come from the same source.

No. Backlink power has not been effected, therefore PBN's have not lost power at all. Maybe YOUR PBN lost some power due to your first tier losing it's second tier or something of that sort.

PBN didn't lose its power. You just failed somewhere down the line. You gotta need to study PBN more. =)
 
Your domains lost authority, domains gain authority from backlinks, your PBN domains lost backlinks..
