I think is better you understand the linkbuilding theory for general purposes.
Language difference is a hindrance, but not a wall. If possible avoid it, but sometimes it could be obviously worth
Think from a macro perspective:
Imagine that you have a new product that is a great innovation for solar panels in Greece, but NY times creates a thorough article talking and linking to your site.
Don't you think it will be a reputable incoming link that Google may take into account for ranking purposes?
Obviously it could be slightly less impactful than a link from your own country/language specially for local SEO purposes and local SERPS but it definitely increases your EAT in all senses.
PBN ultimately act as EAT proxies. So anything that apply to any other site in terms of linking and reputation, applies to PBN.
