PBNs aren't black hat exactly. Depending on how you use them, I would say that PBNs are grey hat. Yes, they work really well, that's why it's being talked about everywhere.

PBN are blackhat, as the name says "private blogs network" means you have something to hide. By building links by yourself to a site in order to manipualte search engine results is considered black hat as well so by buyilding backlinks with a private blogs network is... black hat?
