I've been looking manually through expired sites and have found a niche relevant domain with good metrics, clean links, good anchors.

The only thing that's standing out is the homepage was changed (same niche) to only have one article linking out to a niche relevant site for SEO.

What's the concensus on this sort of thing?

Bonus question:
If the www. version has say 25% lower TF than the non-www. but a better TF:CF ratio, would you use that instead for setting it up?

You will have to check and ensure the domain has not previously been penalized and that it would index on Google or is still indexed.

So far my understanding is below, anything else I should look for to be more sure that it wasn't penalized?
- Check for chinese / russian links and look into them
- Look for spammed anchors
- Look for spammy niches (fakes, viagra etc.)

Yes, also avoid domains that turned into something completely different like for example it was turned into Japanese blog network.

Hmm no matter what? Say for example everything looked clean, backlinks all strong and relevant to the original niche, everything great apart from it had recently been changed to a different (non-spammy) niche in arabic. You still wouldn't go for it?

Also is it a good idea to redirect inner pages with juice to the homepage?

As long as there are good links, it was never abused, and it stayed in its niche it should hold some use.
