PBM (for backlinks) and how to evaluate them

Hi guys,
I'm a newbie here but I'm old enough to judge a website.
99.9% of the PBNs found around are almost junk. They are website with 5 or 10 posts. Posts talks about very different arguments.
They have 0 traffic on Sem**sh or Ah**s and so on.
I'm very confused.

How do you evaluate these bad websites. Do I need vaccine before getting links?
Do you link only satellites website and not the "money" one?

Buy quality, speak to people who spend $5k on an auction domain as part of their network. Not someone who spends $5k on their entire network then sells links for $1

I'm looking all the samples received, analyzing them. They are almost jokes, nothing like as a professional website but...
Because they are a lot and they are here I suspect they work. Need some help to find some metrics or similar to evaulate them.
I do not want to receive penalty.
I'm thinking to link some "minor" satellite websites of mine...

Last sentence: QUALITY is SUBJECTIVE, need something more objective :)

Double check the sites you get sent as samples, as often the same sites are being resold by several people.
If you see any of those, don't walk away, run like fuck.
 
a few things to keep in mind is while buying PBNs are the low/limited OBL, especially as most sellers just do spam their network just for the sake of money,
the number of RDs and the quality of these links as well as the content used in the PBN
Of course, any PBN (even the cheap ones) should have a good diversity but the well-maintained ones should have a better one, especially for the hosting, design, URL parameters, etc...
