Can i use, for example, germany VPN server to log on russian paypal account, and sell on ebay, without gettting suspended? Or i will get suspended fast because i log into paypal acc from another country??

1. You can.
2. It can be suspended anytime.

And if i use russian vpn server and then log in russian paypal, then i wouldnt get suspended anytime?

I made a US PP account from a non-us region, without using any US proxy or VPN, and my account is working good. Its been only 2 months though.

I have US papal opened 5 years ago while i was there... using it in EU without any problem...

There is no correlation between the country you declare/login from and the suspension.

I've always opened and used my accounts in Northern California, but I have also logged into those accounts when I was on vacation in Los Angeles, and another vacation in Dubai. I didn't use anything, I just logged in. Nothing ever happened.

PayPal suspend accounts just for the fun of it and because they are thieving scruffs. Makes no difference what you do, one day PayPal will screw you over. In my opinion, best staying well clear of the scruffs along with eBay.
