i am planning to set up a second paypal account. All will be legit but will there be a issue with using my same bank account, and name the address will be different.

But how are you able to use the same bank account if your original PayPal account already has it?

yes it wont let you add a bank account into a paypal account if its already in use.
But why would you want 2 accounts if they are for legit purposes

i think paypal does not allow same bank account for 2 different paypal account

You can use the same information with no problems. I know people who link there paypal accounts because doing so removes limits on aged accounts.
