Paypal sent me a mail that my account is now eligible for withdrawal, i tried adding Us Bank account and they are telling me the account cannot be added at this time.

i clicked on the "?" beside the bank account and see the image below. please what does it mean?

is it when i should add the bank account?

If you click on the question mark symbol, it only shows you those dates. That won't help you adding any bank account.

I guess if you can't add that particular bank account, you need to try a different one, preferably from the country where the PayPal account belongs. From that screenshot i'd say that's Hong Kong, so if i were you, i'd try to add a bank account from there and not the US.

thanks alot but the HK bank account name is different from the paypal name.
according to name, HK must bear the same name with paypal while us can have different but with a fee

Add your HK bank account instead. And if in somehow you can't add one (it happened to me before) just call them. That's the only way.

I do not know of the way banks operate in the US but one thing I have been able to note is that there is always a fee that PayPal deduct for you to add the account. So if your account does not have enough cash, you won't be able to add the account. So just find out what might be the problem and you can as well contact the customer care for assistance.

If you are trying to add Payoneer than let me tell you that PayPal has stopped supporting Payoneer since long!

Yes, they always say that the names need to match, actually it depends on the bank. Once i was also limited for 180 days, the PayPal wasn't on my own name. After that grace period was over, i simply opened a new bank account offline in a brick and mortar bank just for this purpose, then added it to PayPal and i successfully withdrew the balance while the two names didn't match, countries matched though.

If you can't add that particular US bank account, either try a different one or just try to withdraw to the HK bank account.
Two things can happen:
(1) the withdrawal goes through without any problem
(2) the withdrawal will bounce back, the money won't disappear, it will return to your PayPal balance, but bounced withdrawals has a fee

The withdrawal fee is $3.50 HKD, if the amount is less than $1k HKD, if more than $1k HKD, the withdrawal is free, the return fee is $20 HKD in both cases, so in worst case scenario, you lose $23.50 HKD.

You have a fifty-fifty chance. :)
