PayPal Yearly Duties? Scam?

Hey everyone, I just got an email from "Paypal" today:

PayPal would like to be paid through PayPal.

I removed the pay link, but whoa! No way paypal would be asking for money due to scammers. This is some real blackhat stuff masking your mails to look like paypal. Any way I could use the paypal button or email address to scam this guy back?

it's obviously a scam lol. report the guys paypal if you feel really offended.
