Paypal $ without verification ?

Im from a country where paypal is banned ( India ) . I have debit card but no bank account . I cant do these following verification - add bank acc + pan card . So can i get money and send it to others ?

Well , how can you say it is banned?
First thing , it is not banned and the only problem is we cant send payments but just receive and you cannot send/receive money to others unless your account is verified by bank and PAN card details.
If you really want to send/receive money you can buy an stealth paypal account instead

I already have verified american paypal account . But im not using because im scared if my acc get banned , i will loose my $ . I can also do PAN verification but i can't do bank verification /

First of all PayPal is not banned in INDIA. The second thing as per RBI guidelines you can only withdraw money to your associated bank account. Of course you will need a PAN for verifying. PayPal Indian accounts also don't allow either to keep balance in the PayPal account for more than 24 hours or to use them directly for transfer or purchase. The only option you have go get a bank account and verify it. Most debit cards do not work with Paypal so you will have to find the one that works. In simple words Paypal India account you need bank account to withdraw, credit/debit card to pay, no other option.

1 thing I did not understand "How you have a debit card without a Bank account in INDIA?"

Paypal now for india they are not allowing to send funds to other paypal, but they are directly withdrawing our funds to our attached bank without any cost, that is great, But no use for paying with that paypal account without credit card.

Hey buddy,

Your account is not banned from paypal, Just apply the PAN card online and add the PAN details in your account and verify. It's must for the Indian Paypal account and also most paypal accept the International Debit cards. For new paypal accounts it's not possible to send the money from your account, the only way is send the money from debit or credit card only. if you use the paypal account for more than one year, you will get the more features.
