PayPal Withdrawal services???

Hi , Just came across someone saying there are many "Paypal Cash Withdrawal services" around that takes 40% to 50%.
been doing alot of research to find alternatives but i haven't come across no such thing . I'm finding it hard to believe but if its true , could anybody direct me to these service pls , I need to get my money off my limited paypal accounts . At this minute I'm suffering

They will setup a U.S bank account that you can link to your account or merchant and withdraw to the bank account linked to a master card that will be issued to you as well. You won't pay up to 4% service charge either.

Thanks for ur respond john1444 , The issue i have is my account is limited and paypal is asking for documentations which i don't have . so I was actually thinking if there are members here to help withdraw these money from all my limited paypal accounts , or even if there is a service helping members to take money out of their limited accounts for good rate .

btw , I would be more then happy if an expert member would want to deal as well , to have all my items sold and have my money 100% without no issue at all . I'm sorry if am asking too much but i know that many people around have stealth accounts , even if the paypal account is newly set up and you can somehow get it unlimited once item is sold . we can work something out . I need it pls people!

There are people here that provide PayPal verification documents if you can give them the precise details you have in your account.
