PayPal troubles

Good evening!
Some days ago i opened disputes on one who didn't sent me items.However , i don't know how to make all fast and how to be sure that i will get my money back because i have no experience in this field.May someone could help me out by calling to paypal or some other way?

basically if the seller can provide proof of delivery he will win, if he can't you will win
