Paypal to Something Else - Quickest Method

I have a question. What if I had funds in a Paypal account that I really needed to withdraw out of the account asap before being limited. Sending it to another paypal account can still cause everything to be reversed.

What's the best and quickest way to get money out of paypal into something else?

I was thinking of using freelancer.com but they have a 14 day waiting period to take the money back out and I'm not sure the reason for this?

Deposit it into a gift card, then cash out the gift card.

If I were to go on ebay and use it then paypal may reverse my payment to the seller after I get the goods, which is ok for me, but I don't want to do that to any ebayers.

As for the gift card, are you talking about an ebay gift card?
