PayPal wants tax info on my fake PayPal I don't have. Do I have to close the account? Will they ban my other account. Does that mean I have to pay taxes on my income? What if it's a scam?

You played a game and you lost. Just get over it. Either do something legit or just accept the consequences.

I didn't lose tho it's a blank account with nothing on it.

I am going to move to Florida tho as it has no income tax
