Only receive. You cant send without a credit card. I am stuck with that too.
I recommend getting a dedicated US Ip and register one there and verify it using gift cards. That should work well.

Get a Credit Card for yourself. The easiest and quickest way to get one is, make a Fixed Deposit of a minimum amount of 20-30k and grab a 80-100% limit based on the FD you make. The minimum amount and credit percentage depends upon bank to bank.
Btw, it's not paypal that sucks, it's the Indian Government who have forced Paypal to apply these rules for Indian users.

The reason why it was rejected is because, you are trying to add an atm card instead of a Credit ratings scores Card.
Incase you can't get a Credit ratings scores Card from a bank, make a fix deposit of say 20000 INR and get cards with a max limit of 10000 INR and then add the Credit ratings scores card to paypal.

the above posted card is not debit card it is SBI credit card.
we should deposit 20,000 and we get upto 16000 credit
i too have it...I have taken it for paypal verification but that gaypal is not accepting my pancard too..
.

And one more thing
i tried to transfer money from my sbi to bet365 to play online betting ..it refused to transfer
So tried of transferring from sbi to moneybookers and then from moneybookers to bet365 ...but it rejected again
MY friend used icici international debit card to transfer the money directly
So SBI sux for online payments...
Take icici credit card to overcome this

yeah got one client from india who owes me $100 and he paid me $45 and $60 the next 24hours,yes $105 to pay for the paypal deduction, says he has so much trouble with paypal because he is from india.
