paypal stealth getting perm banned again

So to keep it short, my main got banned awhile back which led me to trying to make stealth. After getting permabanned a ton I used this guide and was able to successfully create a stealth account.

Now I figured I could create more using the same methods, but nope, I am getting permanent banned right after account creation. I'm thinking they know it's me.

Resources used to make the working account:
- New user on windows pc for fresh browser
- IP Burger residential proxy
- User agent switcher and manager
- non voip phone numbers

It worked the first time, then never again. I checked fraud score and leak tests, all good. I used fake info and then real info, all banned. What is wrong? They obviously somehow can see the real user. Also, my working one, which I still log into using the same resources, is still not banned.

Any help would be greatly appreciated

Getting limited right after account creation ? That would mean submit ID & then they will unsuspend. Reverse engineer : first have the stealth docs (IDs) ready and then accordingly create the accounts. If stealth IDs are good, then atleast 70% will get unsuspend.

No they are permanently banned as in "you can no longer do business with paypal", so they must be being able to link me

I think you were banned for hardware: hard drive, motherboard, etc.
