Paypal: "Sorry we cant complete your purchase"

This is Regarding Bing, I'm going the Prepay Paypal route and I get this error; "Sorry we can't complete your purchase at this time". To clarify, I am not using VCC's and I am in the US. These are actual bank cards I have in hand, so I dont see how paypal would reject them (or bing for that matter).

I did just make the paypal account hours prior, could that be an indication of why? The account is 80% verified (email, phone verified).

Any tips, please pm me or something. Thanks!

Maybe you do have a limit for your card.
Something like $5000 yearly for online payment.

Did you use your card online before? Without PayPal??

Maybe you need a verified PP account to add funds in bing ads? Is your PP account "bank account verified" and "CC verified".?

I know this problem well. There are two problems with bing+paypal linked as Prepay option. 1) In case you linked and though you get an error it is called (in yellow highlighted text) Some information is not correct.. something like that. & 2) Sorry We Can't Complete...

wait for some time and try again or best just call them and they would sort it out.
