paypal shoutout dispute

Paypal changed a bunch of policies on April 19, 2018, so if you've had past dealings with them, things may be different now. I believe it involved buyer and seller protection on Goods and Services.

Technically he delivered your advertisement - even if it was worthless. I think you would have a hard time proving this with Paypal. If he saved screenshot of post, then that could be considered proof of delivery, similar to a tracking number.

If he contacted you, then I'm guessing he does this all the time and probably successfully, otherwise he wouldn't keep doing it. Not sure what chance you have here, but let us know how it plays out!

you can always try disputing with paypal atleast. First try to get in touch with the vendor mentioning what actually happened asking for a refund and then based on his response raise the dispute with paypal. I have got my funds back from many scammers in paypal except for once when paypal refused that it couldn't recover funds. So i guess you should be good with it, and make sure you try every possible way to initiate contact with the seller as you would need proofs to provide paypal with.

Do as I say, it's easy to win vs this crap BECAUSE it's not the first chargeback for sure and PayPal will favor you.
First, tell the seller you will initiate a chargeback and call them out on fraud if they don't refund you right away. They will prefer that their PayPal account remains in good standing and most likely will refund right away to avoid complications.
If they don't refund because the scam is run by some hungry guy that does little money with this method fill out the chargeback and say you did not receive the product and they have scammed you(which happens to be the truth). That's it, don't get into more detail as PayPal doesn't care, they will check sellers account history, see the same shit happened before and favor you within days.
Whatever you do always fill out chargebacks to at least help the next victims.

Did they guarantee you a specific amount of traffic? Or was the agreement just for them to do a certain number of post.. If they held up their end of the bargain, you weren’t necessarily “scammed” because you weren’t satisfied with the results. If you paid “friends and family” you’ll have a hard time getting your money back but it’s still possible if they escalate your claim

how you know that is fake?

Try to dispute it, most you can do... seller most likely is going to be MIA

truth is you can win any chargeback as customers as long as its a virtual "thing". you can look that up in the paypal terms.
