You should ask Paypal directly. Lot's of restrictions/security apply to Paypal accounts and it's different for all type of accounts/websites/limits/etc.
If it's a new account there is no way to avoid the famous 21 days limit until your account has been proven to have good standings and no chargeback

i believe it's only true, if you provided tracking number, marking the order as shipped in itself won't cut it
on a side note: i thought until now that this 21 day hold only applies to selling on ebay
nah it aint a new paypal

Does your PayPal account have any notification of why it is under review?
Unless they are asking for specific documents you should upload, the only thing you can do is wait it out.
