PAYPAL SCAM QUESTION? HELP

Alright so I sold some things through PayPal (about $100) the buyer contacted me on eBay, and I told him to text me (to avoid 10% fees) He seemed like a good enough guy so, I ended up just telling him to pay through PayPal directly. So I sent him a money request on my mobile phone. Now he is badgering me saying that I need to send him an invoice, because PayPal put a hold on the money because of fraudulent activity. Although, I still have the money. So he's wanting to pay again, but through invoice. Then I would refund the money request. It just seems fishy to me. He is going to get the item today in the next hour or so in the mail.
