been long time since i sent back a refund,
if a person sends me a payment for something
but they havnt sent enough to cover item/fees
and i hit refund on there payment do PP
keep the initial fee from there payment
or refund the full sent amount back to the payer

then PayPal doesn't take the fee they re-add the fee when you make the refund

The buyer gets back the full amount, but each refunds costs $0.30, which is paid by the seller.

So if the buyer sent you $100 and you do a full refund, the buyer gets $100 back and you lose $0.30
Also, the money goes back into the funding source that was used. If it was paid using a credit card or bank account, it goes back to the card/bank. Such refunds are not instant and it will take up to 5 days for the money to be back in the buyer's bank account. If it was paid using Paypal balance, it goes back to balance and can be used right away.

They should get the entire amound back, I'm sure PP also refund their charges.

Not always the case.
If the payment was made from the card, then there will always be a return to the card. If the payment is from a bank account, then sometimes money can be returned to the PayPal balance.
