Paypal refund for bad proxies possible?

I'm assuming they were datacenter proxies? IG blocks as large amount of datacenter proxies from registering, the IPs were probably good for just running accounts. Tbh, if you were buying proxies for creating accounts, the better ones to use would be mobile or residential proxies. Creating accounts with datacenter proxies works sometimes, but you're starting out with a lower trust score right off the top from registering with a proxy from a datacenter and not a mobile "device" or resident. Just some food for thought for your future registration practices.

as highproxies does list insta proxies via there website
its gonna be hard to no 100% if the few proxies that didnt work
where abused and failed or if there was any error on your part
have you attempted to contact there support to see if they will
swap the non working ones?

Of course you can get refund.
But I suggest first contact seller and ask for refund, and if they do not refund then pen Dispute in paypal, with proof You have contacted seller already.
