I was thinking, say for example you have got CB'ed $400, there will be a tax, is the tax taken from the chargeback or will they charge you for the chargeback tax?

There's no fee for chargebacks on Paypal. They actually refund any fee to the seller and the customer when a dispute is closed.

great, I have no negative balance because my account has been limited, I abandond it, changed the phone number and deleted the email.

Even if you DID have a negative balance, they wouldn't contact tax collectors for low amounts. They are required to keep your data in their system for a specific amount of time, therefore they still know the old phone number. Avoid reusing any of the info for a new account.
