1. this is not clear but account can get any limit anytime
2. as far i know they will not accept this
3. no but you can buy vcc form market like a debit card

You have same problem I had couple years ago.
You canb stealth PayPal and keep money there. You can then send this money to your family's account or relatives to withdraw money. Or use BTC and use things like entropy or similar BTC based card service.
You'll have good amount money saved when you are 18 if you work enough.
