Bhai, my aadhar card works fine with PayPal.

I used an Axis bank Gold Debit card (was Master card) to verify my Paypal account. Then to make payments I use Entropay VCC which I linked to Paypal as Debit cards don't work for that. Oh yes I linked my Axis bank a/c to receive payment from Paypal works smooth.
i dont know about your bank. But most common problem is bank sometime not opening all services for your debit card. so first contact them, ask them to open all required services to transact in USD Once they do that You have to register for 3d secure system to generate 3d secure pin which require for authentication while doing transfer on other websites.
once u do it. you can able to connect your card. and it will take just 20 minutes for above all process if you set up call with your bank. I hope my answer will help u a lot.

Try on private banking credit cards,Indian banks mastero cards and some other bank cards not works fine for me also,so now iam using HDFC card.

Use CitiBank works fine.
P.S - Citibank Savings has minimum balance of 1 lakh

What Axis debit visa card are you using ? (Titanium, .. etc..)
I tried Axis debit Mastercard, Titanium ... It does get accepted but I am not able to make any payments..

well, if I'm from Eastern Europe - what's the best solution to receive payments? Paypal isnt' solution

SBI never works with paypal, try using a private bank card. It will surely work. Even I have SBI and I tried like anything but eventually i had to switch to HDFC, having a Credit card is the best thing to do for attaching with paypal.

Yes entropay works. But do not try too many cards. They will limit your account as it will look suspicious. trying too many cards or making too many unsuccessful attempts.
