I have this PayPal account i created 2 years ago using another country's Paypal address. I recently linked the account to my Wise account and even made a withdrawal which I received after 2 days.

Now PayPal is requesting for more information. Every other thing is within my reach except the "PayPal proof of address verification document"

PayPal says they would accept utility bill but my fear is that the address on Paypal is different from where I leave now. Secondly, my country is officially not allowed to receive money via PayPal. Won't they just go ahead and close the account when they see a country not allowed to receive money.

Everything I do with Paypal is purely legal, I'm just worried uploading my real address will lead to closure of the account.

Is it advisable I add my new address then upload my current address?

Has anyone been able to scale pass this hurdle? How did you do it?

Thanks for the replies.

Create a fake utility bill using photoshop or hire someone to do it for you. But I think you'll keep facing problems till you keep accessing paypal from your own country.

I read somewhere that paypal can now detect fake documents

Contact a Photoshop expert. But keep in mind, if he makes the document crooked, then you will immediately be banned from PayPal

PayPal is complicated, it is not a good idea to suggest that you falsify a document

Use a VPN first and foremost, then do what you gotta do to regain access to your account.

paypal detects photoshop directly.

Go to the airport and board a flight to the United States. Stay for a few years and you'll be fine.

You can use Photoshop to try to make documents, but it can be difficult.
Good luck I guess, let us now what happens! ;)

You'd better have a credit card with an address in another country, and provide one month's statement.

Usually they do it based on the country address. If there is even single IP detected from the different country and that counter parts the provided bill, then obviously accounts long gone.

There is very high chance that account will get closed. You should use some other payment platform for future payments.

I have made many invoices and documents for PayPal without any problem. you just have to edit it very well

We had a similar issue about 5 years ago. What Paypal wants your proof of address in the previous country where you registered. Fortunately for us, the tax authorities in the previous country have a website where you can generate a tax identification certificate. Their website also made it easy to update the address to one that includes a specific street name/number as required by Paypal. So that's what we did, and downloaded a PDF version of this certificate and uploaded to Paypal. We've never had an issue since then. So, you may have to widen you thinking beyond bank statements and utility bills.

Also, don't listen to the advice about using VPNs, we've used that Paypal account from the second country for years. We've never used a VPN and we've never had any issues. Paypal understands that you can have an account registered in another country and actually reside in another. Another friend who moves regularly between 3 countries received a call once from Paypal, asking about his location and source of funds. When he explained that he's a business man who moves around frequently, they've never bothered him since.

Paypal is a double-edged sword you cant excluded definitively from you store especially if you're targeting the US - europe country , Paypal gives more trust and to them , I can tell you that when my paypal got shut my conversion rate dropped from 3% to 1% (iam targeting the scandinavian countries)

paypal detects photoshop directly.
So... if the photo is too big, I cannot use photoshop to decrease the size or crop the photo? :)
See? You can look at the problem from another point of view.

1st option is take some help from any friends and use address of her/his.
2nd option is hire an expert Photo editor and make a fake documents. But you may face more issue in future. so keep claim.
