Paypal problem

Hello everyone, why I got this error message when I want to connect my paypal to facebook ad account ?

"Sorry, we weren’t able to set up preapproved payments at this time.
Please return to the merchant and choose another way to pay."

I cannot use credit card, because I have maestro card.
