Paypal problem sending money to India

I cant paid for some services. I am getting the following error :

We're sorry. We're not able to complete personal payments to account holders in India at this time.


What going on ? How to fix it ?

There was a big thing with India PayPal payments that started a few months ago. Something about an Indian bank and PayPal. You can either send it as a normal payment or use mass pay to avoid fees.

send it by service or goods.. personal payment is blocked in india..

seems that Indians PayPals were limited... I also paid one guy in India some time ago and he said to choose goods or services only cause others won't work

you can;t send money with cc

if you have fund in paypal you can send money to any paypal indian users
